This research report recommends methodology and detailed content of an indicator system for the national science policy; it reviews the steps necessarily to take in order to establish such a system, the institutional framework and its visualization on the web.

HETFA was commissioned by the Agency for Education to execute this research project hand in hand with the investigation on the Impact of Academic Research on GDP Growth.

Evaluation of Measures Targeting Youth Unemployment

The study provides a comprehensive picture on Hungarian and European youth labour market problems. Labour relevant features and characteristics of the age group between 15 and 24 are analysed in detail. It explores international, European Union and national strategies, policy practices and Cohesion Policy funded measures supporting the labour market integration of young people. The aim of this comprehensive overview was to formulate recommendations for policy makers.

The evaluation was commissioned by the National Development Agency (NDA) and performed by HETFA Research Institute in the second half of 2012.

Assessment of Territorial Coordination Capacities

The Assessment of Territorial Coordination Capacities was conducted between July 2012 and March 2013. The aim of the evaluation was to formulate recommendations for the improvement of regional coordination of developments. The assessment examines (1) the recent practice concerning coordination of developments and (2) summarizes the experiences of stakeholders of development policy and regional administration. Additionally, (3) it was also important to assess the challenges posed by the change of the national and EU regulations, as well, as the introduction of new EU instruments, such as the Integrated Territorial Investments (ITI), the Community-led Local Development (CLLD), and possible answers for these challenges. The recommendations are formulated in the three above mentioned fields with the aim of helping decision-makers reinforce the institutional background of regional coordination.

The consortium of Pannon.Analysing Office and HÉTFA Center for Analyses were commissioned by the National Development Agency to carry out the “Assessment of Territorial Coordination Capacities”.

The Impacts of 1st National Development Plan on Employment

We performed the evaluation of the impacts of I. National Development Plan (NDP) on employment in association with Kopint-Tárki Ltd. The evaluation was ordered by the National Development Agency. As part of the international project there were similar evaluations in the countries of the Visegrád-group. The purpose of this project was to examine the impact of cohesion politicy. We used secondary analysis, and studied the effects of NPD’s financial support on the number of the employed.

The survey about the developer’s costs, added to acquiring and using of financial supports was ordered by the National Development Agency, and it was prepared in cooperation with the HBF Hungaricum Ltd. Our aim was to measure the administrative burdens and come up with recommendations for their reductions.

The aim of this paper is to review foreign experience of good practices with reference to the relieving of administrative burdens. In this study we introduce the recommendations of OECD, EU and World Bank, the simplification strategies referring to small and middle enterprises, the factors, putting back the lowering of the burdens, and the forms of cooperation between state institutes and civil society.
