The aim of this study is to explore the opportunities of doing business in the Balkans. Assessing some of the well known international competitiveness indexes and surveys, we introduce how easy it is to do business in Albania, in Bosnia and Herzegovina, in Bulgaria, in Croatia, in Macedonia, in Romania and in Serbia. The study displays the changes of the economical environment in these countries during the last few years, and summarizes the main tendencies in the examined region. In our analysis we used the Global Competitiveness Index (GCI) edited by the World Economic Forum (WEF), the Doing Business Index (DBI), the dataset of the Worldwide Governance Indicators (WGI) and the BEEPS, all of which were established by The World Bank. We also used the Economic Freedom Index published by the Heritage Foundation, the World Competitiveness Yearbook issued by the International Institute for Management Development (IMD), and the surveys of the Global Entrepreneurship Monitor (GEM).

The purpose of this paper is to present Hungary’s competitiveness and the degree of administrative burdens, which make the work of Hungarian businesses troublesome. In our analysis we compare international competitiveness indexes, including the data of the Doing Business Index (set up by the World Bank), the Global Competitiveness Index (prepared by the World Economic forum), the World Competitiveness Yearbook (established by the Swiss IMD institute) and the Economic Freedom Index (produced by the Heritage Foundation). We display the data collection and ranking process of these indexes, and report the changes of the past few years.

HETFA Research Institute has started a research program about costs that are connected to observing laws and make the work of Hungarian businesses more difficult. In this part of our Background Papers we define the concepts of administrative burdens, present the problems about them, and display why the simplification and the qualitative improvement of the regulatory environment could become a part of the recommendations of international organizations.

Fruzsina Bognár (2011): Chambers of Commerce, Entrepreneur Associations and Advocacy Groups. ISBN 978-963-89112-2-3

Our essay is based on the case studies of the research with the title „Chambers of Commerce, Entrepreneur Associations and Advocacy Groups”. The research focused on pressure and advocacy groups, and commercial chambers of entrepreneurs. The case studies were built on interviews with executive managers, press and document analysis. The aim of the study is to identify the strategies that these organizations apply to reduce the effect of free rider problem. We analyze what typical answers are elaborated to the problem of low attendance by endogenous and exogenous groups. The organizations maintain their operation by offering selective incentives or exploiting alternative financial resources (e.g. European Union and state funds). The choice between or the combination of this two strategies are determined by the group identity and the characteristics of the membership. The free rider problem was successfully handled by exogenous groups who state purposive incentives. While big, endogenous groups tend to solve the financial problem that free-riding can mean with getting privileges and providing public services that are financed by local and EU fund sources.

„Trust and Business” is a long-term program of HÉTFA Research Institute, the project’s first publication being “Starting points”. Our aim is to aid our country through exploring the state of affairs in Hungary, and promoting the expansion of the creative power of our societies and businesses with helping suggestions. The theories and the professional methods are just means: our purpose is to help people, who take the risks, stand for cooperation, and look at businesses as creator of values. Co-working with them, our purpose is to explore the working of businesses in Hungary, show their successes and limits. This study summarizes the research results released by HÉTFA Institute in 2008 and 2009.

’People prefer living instead of making something develop’ asserted Balázs Szepesi, strategic director of HETFA at the community development conference in Tolna county. He presented development plans and needs collected on the basis of the Tolna County Regional Development Concept. These plans aim to guarantee that the use of EU funds between 2014 and 2020 will result in an improved liveability of local settlements.

Plans have to be harmonized with local needs, national perspectives and EU regulations. As regards the economy, improvement of competitiveness, exploitation of opportunities, and the establishment of local products’ market are of utmost importance. Additionally, actions are also necessitated regarding the amelioration of governmental activities at local level including the infrastructure of institutions, public relations and public services. Thirdly, the aspects of sustainability can hardly be ignored with a special view on the stability of social relations, natural environment, as well, as energy efficiency.
