According to the main findings of the article, the proportion of long-term unemployed facing significant disadvantages is increasing in the current labour market demand. They would need special support and services: for these target groups complex programmes combining multiple measures are the most effective, however, job centre workers do not have additional resources to help them.

This study examines how the market institutions of post-socialist countries affect self-organization. Our fellows argue that the lack of institutions supporting market economy in the post-socialist countries sets back the self-organization. Furthermore, it can be also demonstrated that the market economy often results in the disintegration of local producer’s community.

Nevertheless, positive examples can be also mentioned. Through two case studies, the development of Hungarian oenologist’s local community is presented between 1990 and 2014.

 The research, funded by the National Scientific Research Fund, implemented by HETFA Research Institute and the Institute of Economics of the Centre for Economic and Regional Studies of the Hungarian Academy of Sciences, draws on the effects of childcare on maternal labour supply in Hungary.

We use a variant of the regression discontinuity method to estimate the effect of subsidized childcare availability on mothers’ labor supply when other factors (maternity leave, preferences regarding separation) change simultaneously. We separate the age and calendar-specific childcare effect from those that are only age-specific by comparing treatment and control groups by holding children’s age constant, and combine RD with difference-in-differences to account for seasonal effects. Our estimates suggest that childcare availability has a significant positive impact of around 18%. The results highlight the importance of methods that control for endogeneity and concurrent age-related effects, and a comprehensive policy approach.

Financing the social-security pension system will weigh heavily on the government budget in developed countries, merely through the projected demographic processes. The burden could be eased by various parametric and paradigmatic pension reforms, but in the long run such reforms may trigger behavioural, labour-supply responses, which may alter the budgetary effects fundamentally.

Having described the average work and pension profiles in Hungary between 1999 and 2009, the authors use a microeconomic approach in an attempt to assess the effect of certain parametric pension reforms on the life-cycle labour supply of males. The parameters for the model were calibrated for the characteristics of the Hungarian economy.

The results show that decreasing the replacement rate, increasing the retirement age and replacing Swiss indexation of pensions by price indexation cause a considerable increase in the labour supply of all education-level groups, whereas changing the number of years considered in computing pensions does not have a significant aggregate effect. While introducing price indexation increases the labour supply of all cohorts by the same amount, the other reforms reallocate the life-cycle labour supply, mainly towards younger age-groups.

Economic development programmes generally define job creation as the solution for increased employment, however, it is only one of the transmission mechanisms of economic policy. By applying a spatial econometrics model for the Hungarian labour market (which is based on some key figures of the previous twenty years of the Hungarian labour market and a macroeconomic prognosis), the study examines the relationship between the spatial differences in the demand for labour and the actual employment, as well, as the potential employment effects of job creation. The model is estimated on a microregional panel data set. The results show the significant but moderate effects of job creation. Both employability of labour and the macroeconomic conjuncture are channels of greater importance. It is also proven by the analyses that only a small part (less than ten percent) of jobs created by job creation programmes increases employment on the long run, moreover, the majority of them does not necessarily improve the rates locally but in those neighbouring microregions where labour force surplus is larger. With the exception of bigger cities and especially the capital, labour markets indicate the scarcity of employable labour force which is strengthened by the increasing volume of subsidies. In the middle of the decade, prospects of national job creation programmes are rather unpromising, therefore the achievement of employment related goals of development policy requires the use of other channels.
