										<content:encoded><![CDATA[<p style="text-align: justify;">Luca Koltai, Research Director at HÉTFA is one of the co-authors of the recently published <a href="https://link.springer.com/book/10.1007/978-3-031-45679-4">book</a> <strong>‘NEETs in European rural areas – Individual features, support systems and policy measures’</strong>. The publication brings together the most relevant scholars on the topic of rural NEETs (young people who are Not in Employment, nor in Education or Training), based upon work from the <a href="https://rnyobservatory.eu/web/">COST Action</a> <em>‘Rural NEET Youth Network: Modeling the risks underlying NEETs social exclusion’</em> (CA 18213). The open access book constitutes a transnational and multidisciplinary inquiry of the most pressing challenges faced by NEETs in rural areas across Europe.</p>
<p style="text-align: justify;">HETFA’s expert, <strong>Luca Koltai</strong> contributed to the <a href="https://link.springer.com/chapter/10.1007/978-3-031-45679-4_4#Abs1"><strong>4th chapter</strong></a>, which analyses <strong>how different EU countries are adapting the Youth Guarantee Programme</strong>, the flagship policy of the European Commission for youth unemployment, relaunched in 2020. The chapter provides insight into the different ways of adaptation at the national level, with a special focus on how are they integrating the rural dimension in the proposed measures.</p>
<p style="text-align: justify;">Another recently published article in the journal ‘Új Munkaügyi Szemle’, written by Koltai Luca and Katalin Bördős, experts of HETFA describes the details of the position of NEETs in Hungary, based on the research conducted under the Lost Millennials project coordinated by HÉTFA Research Institute. The Lost Millennials project is funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants Fund for Youth Employment. <p style="text-align: justify;">Funded by Iceland, Liechtenstein, and Norway through the EEA and Norway Grants Fund for Youth Employment, the Lost Millennials project aims to enhance understanding of the impacts of employment initiatives and contribute to the successful labor market integration of NEET individuals aged 25 and above.</p>
<p style="text-align: justify;">The primary objectives of the conference included presenting research findings, outlining EU-level policy recommendations, and engaging in discussions on the most pressing issues faced by 25+ NEETs. 										<content:encoded><![CDATA[<p style="text-align: justify;">On <strong>10 November 2023</strong>, the 3rd annual <a href="https://www.fsf.vu.lt/mokslas/tarptautine-socialines-politikos-konferencija">social policy conference </a>entitled <strong>“Social Policy Responses: From Old Issues to The New Challenges”</strong> took place at the Faculty of Philosophy of Vilnius University in Lithuania. <p style="text-align: justify;">In the Youth Policy Challenges Parallel session, <strong>Luca Koltai, Research Director at HETFA</strong> presented the results of the synthesis report entitled <em>“Evaluation of Initiatives Affecting 25+ NEETs in Nine Countries”</em> prepared in the framework of the <a href="https://lostmillennials.eu/"><strong>Lost Millennials</strong></a> project. The Lost Millennials project led by HETFA Research Insitute is <strong>funded by Iceland, Liechtenstein and Norway, through the EEA and Norway Grants, Fund for Youth Employment</strong>. 										<content:encoded><![CDATA[<p style="text-align: justify;">The 4<sup>th</sup> Transnational Meeting of the <strong>Lost Millennials</strong> project – led by <strong>HETFA Research Institute</strong> – took place in Reykjavik, Iceland from 30 May to 1 June 2023. The overall aim of the project is to contribute to the successful integration of <strong>25+ NEETs</strong> into the labour market or education and training, by increasing knowledge on the effects of education and employment initiatives and building stakeholder capacity to carry out impact studies.</p>
<p style="text-align: justify;">The meeting kicked off with a project overview, partners discussed the progress of the project implementation and the status of the outputs. The day continued with an active discussion on the forthcoming activities concerning the engagement of policy-makers and practitioners. Furthermore, partners had the chance to elaborate on the preliminary results of the evaluations of initiatives implemented by governmental or civil society entities. The training syllabus on impact assessment was presented as well. The second day was dedicated to management and financial issues, partners discussed the next steps and the upcoming deadlines. The results of the project will be presented on the national and international levels this autumn.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">HÉTFA’s colleague, Eszter Szőnyi, recently travelled to Jordan for a scientific mission to represent HÉTFA. The aim of the mission was to engage in mutual learning in the field of youth research, youth policy and evaluation, as well as to build connections. Throughout multiple meetings and roundtable discussions with Jordanian experts, researchers, CSO representatives and youth, HÉTFA’s colleague has shared experience in the field of youth research and policy and evaluation.</p>
<p style="text-align: justify;">The mission to Jordan was made possible through the support and funding of the <a href="https://profeedback.eu/">Profeedback COST Action</a> (PlatfoRm OF policy Evaluation community for improvED EU policies and Better ACKnowledgement). The Action, under the lead of HÉTFA, aims to foster the networking of the policy evaluation community at EU-level, raise awareness on the importance of evaluation policy research and improve its impact on policy-making. Jordan counts as a target country in COST Actions, therefore the mission has been of high importance for the Profeedback network.</p>
<p style="text-align: justify;">During the mission, HÉTFA&#8217;s colleague shared insights from the ongoing <a href="https://lostmillennials.eu/">Lost Millennials project</a>. This initiative, led by HÉTFA and funded by the Fund for Youth Employment of the EEA and Norway Grants, focuses on a commonly neglected target group of the generation of Millennials &#8211; young people aged between 25 and 29 years, who are out of employment or education and training (NEETs), live in small towns in rural areas and face multiple barriers to their inclusion in labour market. In the framework of the project, the evaluations of selected initiatives addressing 25+ NEETs in nine European countries are soon to be concluded. The already published results of the project are available <a href="https://lostmillennials.eu/activities/creating-exploring-common-ground/">here</a>.</p>
<p style="text-align: justify;">The mission proved fruitful, laying the groundwork for potential future collaborations in policy evaluation. HÉTFA&#8217;s representative contributed to productive discussions and built connections, strengthening HÉTFA&#8217;s commitment to advancing youth research at international level.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">On May 24, 2023, the conference of the Rural NEET Youth Network COST Action took place with the theme &#8220;<em>A guide for including socially disconnected NEETs: Insights from researchers, policymakers, and organizations</em>&#8220;. This initiative aims to establish a European-led interdisciplinary network comprising countries with high rates of NEET youth in rural areas. 										<content:encoded><![CDATA[<p style="text-align: justify;">The first in-person transnational meeting of the <strong>Lost Millennials</strong> project – led by <strong>HETFA Research Institute</strong> – was held in Bodo, Norway on 8-9 June 2022. The overall aim of the project is to contribute to the successful integration of <strong>25+ NEETs</strong> (Not in Education, Employment, or Training) into the labour market or education and training, by increasing knowledge on the effects of education and employment initiatives and building stakeholder capacity to carry out impact studies. Partners from Hungary, Greece, Bulgaria, Czech Republic, Poland, Spain, Malta, Romania, Slovakia, Austria, Norway, Iceland and Finland gathered to discuss the progress of the project implementation and the outputs.</p>
<p style="text-align: justify;">On the <strong>first day</strong>, a partner workshop was held focusing on the preliminary results of the first transnational report on the situation of 25+NEETs. During the workshop, partners have discussed in detail the five most relevant topics which have emerged from the report: gender and gender differences, health and disability, rural vs. urban differences, education systems and early school leaving, as well as labour precarity were discussed in details by the partners. The <strong>second day</strong> was dedicated to the training of partners on the basic concepts of impact evaluation. The aim of the training was to get a common understanding of the purpose of evaluations and prepare partners for the evaluation of initiatives to be carried out at a later stage of the project.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">The<strong> ‘Lost Millennials – Transnational research network for the evaluation of initiatives targeting 25+NEETs’</strong> project launched in November 2021 under the 2<sup>nd</sup> call of the Fund for Youth Employment. The main aim of the project is to contribute to the successful integration of 25+ NEETs into the labour market or education and training, by increasing knowledge on the effects of education and employment initiatives and building stakeholder capacity to carry out impact studies. The 27-months long project is implemented by a consortium of 13 partners from across Europe. The lead partner of the project is <strong>HETFA Research Institute. </strong></p>
