										<content:encoded><![CDATA[<p><span style="font-weight: 400;">The </span><a href="https://gis-portal.espon.eu/arcgis/apps/experiencebuilder/experience/?block_id=layout_4154_block_5&amp;id=9e3c7ccaabdd4cf2b1bc32b5bf30199f&amp;page=Home"><span style="font-weight: 400;">Territorial Resilience Dashboard</span></a><span style="font-weight: 400;"> has been released in connection with the ESPON TERRES (Territorialising Resilience: Transforming Europe for an Age of Crisis) research project coordinated by the HÉTFA Research Institute, with the participation of our colleagues and researchers from Nordregio, Politecnico di Torino, ARUP, and Mcrit.</span></p>
<p><span style="font-weight: 400;">The dashboard presents the concept of territorial resilience (Conceptualization), a comprehensive, interactive statistical interface that displays indicators of territorial resilience in Europe at the regional level (Statistics), the different stories of how resilience has been manifested and interpreted in various territorial contexts (Stories), the results of the case studies conducted within the project (Case Studies), the assessment tools developed (Assessment), and related terminology (Documentation – Glossary). The further results of the research (including the </span><a href="https://www.espon.eu/sites/default/files/2026-01/terres_final-report.pdf"><span style="font-weight: 400;">Final Report</span></a><span style="font-weight: 400;">) are publicly available on the </span><a href="https://www.espon.eu/publications/terres-final-report"><span style="font-weight: 400;">ESPON website</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">In recent years, the concept of &#8220;resilience&#8221; has become embedded in the policy discourse of the European Union, but there’s still no common agreement on the actual meaning of the term and its application in territorial governance practice. The aim of the </span><a href="https://www.espon.eu/projects/terres-territorialising-resilience-transforming-europe-age-crisis"><span style="font-weight: 400;">ESPON TERRES</span></a><span style="font-weight: 400;"> project was to fill this research gap and develop a conceptual framework for &#8220;territorial resilience,&#8221; outlining a measurement methodology that could potentially help guide EU cohesion and other sectoral policies, particularly at the subnational level.</span></p>
<p><span style="font-weight: 400;">As a result, the project team defined a comprehensive concept of territorial resilience, reviewed its current policy applications and possibilities, compiled a set of indicators suitable for measuring territorial resilience, and developed recommendations for future data collection. Analysed and mapped territorial inequalities in resilience; formulated recommendations for future research and methodology; and prepared an online dashboard to support the interpretation and measurement of territorial resilience.</span></p>
<p><span style="font-weight: 400;">Six case studies were also prepared within the framework of the project: HÉTFA staff addressed the challenges of the Budapest functional urban area, including intensive suburbanization and urban sprawl, overburdened infrastructure, public services and natural environment, and fragmented governance. To address these challenges, the project proposed a framework to strengthen cooperation and commitment among governance actors. The Budapest case identified valuable new initiatives, promising forms of cooperation, and the high added value of informal relationships, highlighting the role of proactive actors in resilience.</span></p>

<p><span style="font-weight: 400;">How can this mindset be translated into everyday urban practice in Central Europe? This is the question at the heart of the PATH-CE (Pedestrian Access and Tactical Hubs for Central Europe) project, which officially kicked off on 23–24 March 2026 in Budapest, hosted by HÉTFA Research Institute with the participation of experts from four countries.</span></p>
<p><b>Why is this needed?</b></p>
<p><span style="font-weight: 400;">As Gábor Balás, Managing Director of HÉTFA Research Institute, highlighted during the opening:</span></p>
<p><i><span style="font-weight: 400;">“A city is successful when people choose to walk.”</span></i></p>
<p><span style="font-weight: 400;">Over the past decades, cities across Central Europe have increasingly been shaped by car use. While this has improved mobility in many cases, it has also led to growing challenges: congestion, air pollution, safety risks, and the gradual loss of public space.</span></p>
<p><span style="font-weight: 400;">This issue is particularly critical in smaller cities, where walking is often not a viable option even for short distances due to fragmented and poorly connected pedestrian networks.</span></p>
<p><strong>2 days shaping the direction of the project</strong></p>
<p><span style="font-weight: 400;">The two-day kick-off meeting marked not only the launch of the project, but also the beginning of a shared reflection among partners — including </span><b>Szarvas Város Önkormányzata (Szarvas City Municipality)</b><span style="font-weight: 400;">, </span><b>Grad Metković (City of Metković)</b><span style="font-weight: 400;">, </span><b>Město Žďár nad Sázavou (Municipality of Žďár nad Sázavou)</b><span style="font-weight: 400;">, and </span><b>Rzeszowska Agencja Rozwoju Regionalnego Spółka Akcyjna (Rzeszów Regional Development Agency)</b><span style="font-weight: 400;"> &#8211;  on how to bring walking and active mobility back to the centre of urban life.</span></p>

<p><span style="font-weight: 400;">On the first day, partners met in person and worked in a World Café format on tactical urbanism tools &#8211; focusing on pedestrian experience, greening, and small-scale interventions.</span></p>
<p><span style="font-weight: 400;">The second day focused on strategic planning: participants jointly shaped the directions of active mobility, explored the Urban Living Lab methodology, and defined the first milestones, complemented by a professional study walk through relevant sites in Budapest.</span></p>
<p><b>What does the PATH-CE project do?</b></p>
<p><span style="font-weight: 400;">Running from February 2026 to January 2028 and co-funded by the European Union through the Interreg Central Europe programme, the project aims to reduce car dependency and make walking and active mobility more attractive in cities across the region.</span></p>
<p><span style="font-weight: 400;">The project will test small-scale, tactical, pedestrian-friendly interventions across several pilot locations, including Szarvas, Metković, Žďár nad Sázavou, and the suburban area of Rzeszów.</span></p>
<p><span style="font-weight: 400;">The pilot actions focus on three main areas:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">improving the walking experience and wayfinding</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">introducing green and climate-adaptive public space solutions</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">implementing small-scale infrastructure improvements to make urban spaces safer and more accessible</span></li>
</ul>
<p><span style="font-weight: 400;">As the lead partner, HÉTFA Research Institute is responsible not only for coordinating the consortium but also for guiding the project’s professional direction. Through its research, analytical, and policy work, HÉTFA ensures that project results are translated into practical, adaptable solutions for cities across the region.</span></p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Our colleague, András Igari PhD, participated in the <a href="https://ersa.eventsair.com/ersa2025/">64th ERSA Conference</a> held in Athens in August 2025. ERSA (European Regional Science Association) is Europe&#8217;s most important regional science organization, with hundreds of researchers participating in its conferences every year. This was also the case this year, where our colleague gave a presentation together with Péter Szabó PhD, associate professor and head of the Department of Regional Science at Eötvös Loránd University, and participated in the work of the section of <em>Urban, Regional, Territorial and Local Resilience</em>.</p>
<p style="text-align: justify;">Their joint presentation, entitled ‘<em>Regional aspects of complex impacts of the COVID-19 pandemic in Europe’</em> explored the economic and labour market effects of COVID-19 in European regions. Their study, based on an analysis of literature, online news, and regional statistical data, showed that the economic and labour market disruptions caused by the COVID-19 crisis were significant in 2020, but were followed by a rapid recovery starting in 2021. Most regions of Europe were economically resilient during the COVID-19 crisis, while in some areas (the Mediterranean, the Alps) economic production only returned to pre-crisis levels in 2022, and in other regions the economy grew in all the years examined. Employment recovered more slowly, with significant regional disparities, which were significantly influenced by individual government policies. The crisis had specific effects in certain areas, such as a significant decline in youth employment, the spread of special forms of work, and the prolonged crisis in tourism.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">The regular ESPON Seminar took place in Mons, Belgium, from 5-6 June 2024, bringing together policy makers, researchers, experts and other interested parties to discuss the ambitious goal of implementing the No Net Land Take (NNLT) policy at European level. The event was organised in cooperation with the Belgian Presidency of the Council of the European Union.</p>
<p style="text-align: justify;">During the seminar, participants discussed the complex issues of reducing the transformation of natural surfaces into artificial ones and its various impacts, including biodiversity, ecological services, affordable housing, and overall development.</p>
<p style="text-align: justify;">On the second day of the seminar, participants were given an insight into the first results of the latest ESPON researches. Within this framework, Renáta Anna Jaksa from Hétfa Research Institute had the opportunity to present the professional content of the ESPON TERRES project and discuss the current results. This 1-hour long workshop provided participants with a thorough understanding of the project&#8217;s details and its relevance for future crisis management.</p>

										<content:encoded><![CDATA[<p>The European Committee of the Regions (CoR) has recently invited HÉTFA Research Institute to present its ongoing ESPON research project, &#8220;Territorialising Resilience: Transforming Europe for an Age of Crisis [TERRES]&#8221;.</p>
<p>The European Committee of the Regions serves the voice of the regions and cities of the European Union, representing local and regional authorities across the EU and advising on new legislation that affects regions and cities. Mr Ilpo Heltimoinen was recently appointed by the Committee of the Regions to draft an opinion on Shock-proofing European regions: ‘Strengthening local and regional economic resilience in the strategic evolution of the Single Market &#8216;.</p>
<p>As the Committee of the Regions&#8217; opinion and the ongoing ESPON research project &#8220;Territorialising Resilience: Transforming Europe for an Age of Crisis [TERRES]<strong>&#8220;, </strong>led by HÉTFA, also addresses the issue of territorial resilience, the Committee invited HÉTFA researchers to contribute to the elaboration of  its opinion by presenting their research findings to date.</p>
<p>At the event held on 14 May 2024, Anna Renáta Jaksa, Head of the Division for International Cooperation, outlined the specificities of the project, which aims to provide decisive answers on how to define and measure territorial resilience in European regions and how decision-makers can respond more effectively to future crises.</p>
<p>This collaboration demonstrates the synergies between the work of the Committee of the Regions and the research capabilities of the HÉTFA, underlining the contribution of the Institute and its project partners to the development of resilient economic policies across the EU.</p>

This insightful article is available in the <a href="https://www.ksh.hu/statszemle_archive/regstat/2023/2023_03/rs130306.pdf">latest issue</a> (Volume 13, Number 3) of Regional Statistics, the journal of the Hungarian Central Statistical Office.</p>
<p style="text-align: justify;">The article examined the <strong>impact of the COVID-19 pandemic on mortality rates in Europe and explored the spatial and temporal disparities that emerged in the first two years.</strong> The analysis highlights that while the initial wave of the pandemic had a more severe impact on major urban centres in Western Europe, subsequent waves have disproportionately affected the less developed regions of Central and Eastern Europe, including Hungary.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">With the contribution of experts from HÉTFA, a new study under the title <em>„Balaton as a functional large lake region through the lens of governance – opportunities for integrated development” </em>has recently been published in <strong><em>Tér és Társadalom</em></strong> (&#8216;Space and Society&#8217;), a quarterly scientific journal of the Institute for Regional Studies, Centre for Economic and Regional Studies ELRN.</p>
<p style="text-align: justify;">The study explores the governance of integrated territorial development based on functional regions and focuses on the large lake regions as functional spaces. Additionally, it presents the results of <strong>ESPON LAKES</strong>, an international research project analysing the state of the integrated regional development of Lake Balaton, Lake Constance and Lake Vänern with the aim to point out areas for improvement related to regional governance and to present good practices that can be exemplary for other large lake regions.</p>
<p style="text-align: justify;">One of the main findings of the study is that the activities and role of the Lake Balaton Development Council (LBDC) in Lake Balaton Region can serve as a good example for other European regions. However, a more effective integration of sectoral aspects would be necessary in the case of Balaton to cope with the old and new expectations and to manage the conflicts in the region.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">The European Commission&#8217;s Directorate-General for Regional and Urban Policy (DG REGIO) has recently awarded a contract to HÉTFA, along with ÖIR GmbH (Austria) as contract leader, Nordregio (Sweden) and the Association of European Border Regions (AEBR) as sub-contractor, to conduct a cross-border regional labour market analysis. This decision comes after a successful joint tender offer in response to the Call for Tenders titled &#8220;<em>Cross-border regional labour market analysis</em>&#8221; under reference number REGIO/2022/OP/0030, published by DG REGIO in November 2022.<br />
The purpose of the project is to produce labour market analysis of regional labour markets in a cross-border perspective. This is to say looking at cross-border regions as a whole instead of the sum of two separate parts. The tasks of the project aim gathering information on the current state of play of cross-border labour market, developing methodologies and approaches to produce cross-border datasets and cross-border labour market analyses and producing labour market analyses for a set of cross-border region. The project put emphasis on providing indication on the governance of the labour market policies.<br />
The selection of the tender offer for this contract confirms HÉTFA’s expertise in conducting high-quality international research and its dedication to delivering insightful analysis. The partnership of ÖIR GmbH, HÉTFA, Nordregio and AEBR have the potential to provide valuable insights into the cross-border regional labour markets, contributing to evidence-based policymaking and promoting effective regional development strategies.</p>
